SEGMENT 9 of the North Luzon Expressway (NLEX) Harbor Link is now on its finishing touches and would be completed by middle of 2015, according to the Manila North Tollways Corporation (MNTC).
In a statement, MNTC President/CEO Rodrigo Franco said the 2.4-km NLEX expansion roadan alternate route to C3 and the Port Area—began in May 2013 would be completed in the middle of 2014.
