The Office of the Ombudsman has recommended filing of charges against former mayor Antonio Borda Jr. of Carmen town in Surigao del Sur in connection with the appointment of an unqualified officer to a permanent position.
Investigation showed that in 2014, Borja appointed Catherine Louise Laorden as local civil registrar even if she “lacked the legal qualification of three years’ experience in civil registry work as provided under the Local Government Code.”
The Civil Service Commission did not approve Laorden’s appointment and also denied her motion for reconsideration.
In its resolution, the Ombudsman’s office stated that Borda’s claim of good faith is negated as he has knowledge that Laorden failed to meet the required work experience, having participated in the Personnel Selection Board’s meeting and signed and approved the minutes that clearly showed Laorden’s lack of required work experience.
