OUTGOING Ombudsman Conchita Carpio Morales delivered a second indictment against former president Benigno Aquino 3rd on Wednesday, accusing him of usurping legislative powers in approving a controversial economic stimulus program that diverted taxpayers’ money to projects that were not approved by Congress.

Morales, who had faced clamor from critics to prosecute the ex-president who appointed her to office, reversed an earlier decision to clear Aquino and hold only his budget secretary, Florencio Abad, accountable for the P72-billion Disbursement Acceleration Program (DAP) implemented from 2011 to 2013.
