THE Department of National Defense (DND) has put up for bidding more than a billion-peso worth of projects in line with the ongoing modernization program of the Armed Forces of the Philippines (AFP).
It involves the acquisition of at least three full motion flight simulator and its initial integrated support package, P246.43 million; Jacinto Class Patrol Vessel Phase 3A Acquisition Project, P630.637 million; and JCPV Phase 3B, P224 million.
Defense Undersecretary Natalio Ecarma, chairman, DND Bids and Awards Committee, on Thursday said the simulators are needed to improve capabilities of pilots.
The flight simulators “will allow pilots a full sensory experience that can aid in improving flight instructions, enhancing proficiency, minimizing risks associated with emergency procedures and saving on aircraft operational and maintenance costs,” he added.
The open competitive bidding will be conducted using non-discretionary pass/fail criteria as specified in implementing rules and regulations of Republic Act 9181 or the Government Procurement Act.
According to Ecarma, delivery of goods is required within 600 calendar days from opening of letter of credit.
The JCPV Phase 3A project involves restoration and sustenance of two 76 mm guns and three 255 gun systems, delivery of two brand-new electro optical fire control systems and sensors and supply and delivery of ammunition for the JCPVs.
The Philippine Navy has three JCPVs in its arsenal.
A pre-bid conference will be held before the end of the month.
Only system integrators who are themselves manufacturers of main weapons system or fire control systems are eligible to participate in the bidding.
The JCPV Phase 3B covers restoration and sustenance of 76 mm gun and upgrade of elector optical fire control systems and sensors for just one patrol vessel.
Delivery of goods shall be within 240 days.
