The city government of Tacloban spent more than P27 million for various housing projects for displaced city residents and informal settlers since 2010. The City Housing and Community Development Office (CCDO) said these projects are implemented with the help of national government agencies and non-government organizations. CCDO reported that the local government started its partnership with the Gawad Kalinga Community Development Foundation—a poverty alleviation and nation-building movement—in 2010 to build rowhouses in Barangays 103 Palanog and 97 Cabalawan. The city government contributed P7.4 million to build 84 rowhouses in said barangays, which benefited informal settlers in the city.
