• Palace sees no problem with senators’ pork realignment


    Malacañang sees nothing wrong with the move of senators to realigned their pork barrel to projects and the calamity fund in the 2014 national budget.

    Speaking to reporters, Presidential Communications Secretary Herminio Coloma Jr. explained that it was “an amendment introduced during the process of Senate deliberations” and that funds will not be covered by the budget as release document.

    “By procedure, hindi ito covered ‘nung overall principle na budget as released document, which governs about 90 percent of the budget,” Coloma said.

    “The governing principle here is that the amount will be automatically released, but will not be automatically released as it will require a special budget request,” he added

    According to Coloma, Budget Secratry Florencio Abad himself “never made any statement that the appropriation will be withheld.”

    He said that the Executive branch is just following the law of the land.

    “Ang lahat ng aksyon ng Executive ay kinakailangang naaayon sa batas, at ang batas po kasama na rin doon iyong mga naging desisyon ng Korte Suprema, because the decisions of the Supreme Court become part of the law of the land,” he added. CATHERINE S. VALENTE
