STA BARBARA, Pangasinan -- Criminal and administrative charges will be filed against Mayor Carlito Zaplan for illegally stopping the operation of the Small Town Lottery (STL) numbers game here recently, a top official of the Philippine Charity Sweepstakes Office (PCSO) told The Manila Times.
The STL operation has been managed and operated by the Speed Game Incorporated (SGI) since January 3.
