1

The Board of Governors of the Philippine Ambassadors’ Foundation [PAFI] in its meeting on 13 May 2014, approved this Resolution:

Whereas the Expanded Defense Cooperation Agreement [EDCA] between the Philippines and the United States was negotiated in line with the terms, conditions and objectives of the Mutual Defense Treaty [MDT] and the Visiting Forces Agreement [VFA]

Whereas the EDCA will further enhance the upgrading of interoperability doctrines between the defense and military authorities of the Contracting Parties as well as sharpen their cooperation in the expansion and effective utilization of their defense assets and resources;

Whereas the EDCA will further strengthen the command and logistical structures between the defense and military authorities of the Contracting Parties;
Whereas an effective defense alliance can promptly and directly serve the urgent security interests of the Contracting Parties in all the areas covered by the MDT and related documents and therefore help safeguard and preserve peace and stability in the Asia-Pacific region;

Whereas the Contracting Parties are committed that any violation of local laws by any personnel under the EDCA shall be resolved in accordance with established legal procedures under the Philippine judicial system or as agreed between the Contracting Parties;

Whereas the HADR provision of the EDCA promises a powerful and quicker first response to calamities that regularly occur in the Philippines and nearby areas;

Therefore, be it resolved as it is hereby resolved that the PAFI should express its support and approval of the EDCA.
