FORMER President and now Manila Mayor Joseph Estrada on Wednesday was asked to clarify the appointment of former Justice Secretary Artemio Tuquero as president of the Pamantasan ng Lungsod ng Maynila (PLM). The call was made by members of the PLM community in the wake of reports that Tuquero’s appointment has been rejected twice by the Civil Service Commission (CSC) as president of another city university, the Universidad de Manila (UDM), formerly the City College of Manila, for being overage and reportedly not qualified for the position. Records of the CSC showed that on January 16, 2009, the CSC “invalidated” the appointment of Tuquero as president of CCM, now the UDM. The invalidation was signed by CSC Regional Director Arturo Panaligan in keeping with CSC Resolution 021228 dated September 24, 2002.
