If the plunder charge is premised on the lack of President’s authority to transfer surplus funds to his office and unilaterally re-appropriate same for pork barrel purposes, then the president’s good intentions is irrelevant and immaterial. The fact appears to be – that the funds were really made available to lure and bribe the peoples representatives to convict the chief justice. I think the president’s political agenda is cancelling out his good plans and actions in the other public service areas.
