A policeman reportedly assigned at the office of Philippine National Police Director General Alan Purisima in Camp Crame was arrested after being tagged in the abduction and murder of a neighbor in Lipa City, Batangas last week.
Investigators identified the suspect as SPO1 Michael Lescano,41, a member of Task Force Tugis and currently residing in the same city.
Lescano along with two other unidentified men believed to be also policemen have been charged with the kidnap slay of Raff Rufino Katigbak before the Lipa City Prosecutors Office.
Witnesses told Batan-gas Police Director Senior Superintendent Omega Jireh Fidel that the suspects arrived 10:30 p.m. of Friday at the house of Katigbak , and forcibly opened their door before ordering them to lie face down at gunpoint.
The suspects who wore police uniforms declared a raid and identified themselves as members of Regional Special Operations Group (RSOG) from Camp Vicente Lim in Canlubang, Laguna.
After ordering them to lie face down, one of the suspects handcuffed Katigbak and shoved him inside a vehicle (NDT-539), driven by another unidentified man.
The victim was found dead near a bridge in Barangay Sto. Toribio, Lipa City with at least 7 gunshot wounds in his chest around 6:30 the following morning.
Interviews with witnesses and investigations conducted by the police led to the positive identification and subsequent arrest of SPO1 Lescano.
“He is an active policeman assigned in Camp Crame not in RSOG which was already dissolved sometime ago” said Inspector Hazel Luma-Ang, spokesperson of Lipa PNP.
