In an interview, Quezon City Police District spokesperson Senior Insp. Maricar Taqueban said Senior Inspector Allan Emlano of the Northern Police District surrendered in La Loma station around 2 a.m., he was later brought to the office of QCPD director Chief Superintendent Richard Alabano at Camp Karingal.

Taqueban said after a brief interrogation Emlano will be turned over to the Eastern Police District which has jurisdiction over the case.

Emlano, a PNPA graduate of 2001, is presently connected with the Northern Police District. He went on absent without official leave (AWOL) since 2013.

Police Officer 2 Jonathan Rodriguez of the Quezon City Police District’s Public Safety Battalion, who was arrested Monday, tagged Emlano as one of those involved in the incident.

“Hindi ko po kilala si PO2 Rodriguez kasi hindi naman ako na-assign sa QC police station po. Noong araw na yun, nag-aayos po ako ng papeles para sa aking summary hearing proceedings,” Emlano said in radio interview.

He surrendered to clean his name after his named was implicated in the incident.

Of the 12 suspects, three are now in police custody. PNA
