POPE Francis has appointed Most Reverend Jose Elmer Mangalinao as the new Bishop of Bayombong, Nueva Ecija. Mangalinao will be replacing Bishop Ramon Villena who retired in 2016.
Mangalinao is the present Auxiliary Bishop of Lingayen, Dagupan and has only served in the diocese for almost two years. He will now be the third to serve the 36-year-old diocese comprised of more than 20 parishes where an estimated half a million Catholics attend church.
