Vice Mayor Joy Belmonte on Monday initiated a surprise drug test on 35 out of the 36 Quezon City councilors. Only District 2 Councilor Victor Ferrer Jr. did not undergo the drug test that started at 1 p.m. at the executive session of the City Council. Ferrer said he was in Tarlac on official business and will submit to the test today (Tuesday). The scheduled regular session, supposed to start by 2 p.m., was delayed with the conduct of the test. The members of the media were not allowed to witness the testing. Belmonte said she will strongly recommend anyone found positive in the drug test to undergo rehabilitation.
