QC mulls Independent Business Districts


Quezon City Mayor Herbert Bautista said Thursday he plans to declare the city’s Central Business District (CBD) along North Avenue an economic zone independent from the barangay. Bautista directed the Office of the Secretary to the City Council, Assessor’s Office, Legal Office, and the Planning and Development Office to study the proposal, being his priority legislation on his third and final term. According to Bautista, the proposal aims to make their investment arm – QC Development Authority (QCDA) – self-sufficient in terms of funding operations and investments considering the revenues generated from collections of business/real property and miscellaneous taxes. Bautista cited the Local Government Code provision which says “where the city government, through the city council, is empowered to consolidate and dismember the barangay to create business districts or local economic zones.
