MAYOR Herbert Bautista of Quezon City said he wants the scouting movement to reestablish itself as a good training ground for youth leadership and responsible citizenship. Bautista, who started as a Kabataang Barangay leader, directed city schools Sr. Supt. Ponciano Menguito to prepare a memorandum to all parents and teachers associations concerning boy and girl scouting to make it the city’s alternative to the Sangguniang Kabataan in case the latter is abolished. A move to abolish the SK has began in Congress because SK’s original purpose of training future leaders has been defeated when it became open to graft and corruption. SK leaders were exposed to corruption in the government at their ripe age of 20 or below.
