THE Quezon City Council is supporting Senate Resolution No. 12 which calls for the establishment of a regional penitentiary es for drug offenders. Authored by Sen. Vicente C. Sotto III, the resolution urges the Senate committee on local government, justice, public order and illegal drugs to conduct an inquiry, in aid of legislation, on the possibility of establishing regional penitentiaries for drug offenders, and a national office to administer the operation of these penitentiaries. In a resolution, the city council pointed out that drug offense is a special kind of crime that requires a special kind of rehabilitation program and security. The city council added that drug offenders comprises 70 percent of inmates in city jails and the national penitentiary and, therefore, there is a critical need for regional penitentiary facilities to address the continuing increase in drug crimes in cities.
