A MAN who has been in hiding for 10 years for the rape-slay of a 16- year-old girl was finally captured by the police on Saturday in Negros Occidental.
Criminal Investigation and Deten tion Group chief Director Ben ja min Magalong, identified the captured fugitive as Edgar Magtulis , who has a P140,000 bounty on his head and is tagged as one of the most wanted persons in Central Visayas.
