At least 23 people were killed in central Philippines because of Typhoon Ruby, the Philippine Red Cross (PRC) said on Monday.

Red Cross Secretary General Gwendolyn Pang said 16 fatalities came from Borongan, Eastern Samar province; one each from the provinces of Northern Samar and Samar; and three from Iloilo province.

Most of the victims drowned, the PRC said.

Included in the Red Cross’ head count were two who died from hypothermia, according to a report from the National Disaster Risk Reduction and Management Council.
