Two months after the release of Elpidio Romanca, a peasant from Barangay Mabini in Basey, Samar, attended his pre-trial hearing for allegedly violating the Comprehensive Firearms and Ammunition Regulation Act or Republic Act 10591 before the Regional Trial Court (RTC) Branch 30 in Basey, Samar. Judge Tarcelo Sabarre Jr., who presides over RTC Branch 30, asked Public Attorney’s Office Chief Persida Rueda-Acosta if she amenable to plea bargaining agreement. Acosta said she would like to proceed to pre-trial. Sabarre immediately asked the prosecution on the evidence against Romanca. Sabarre further said he is inquiring on the whereabouts of the subject firearms and ammunition that are supposed to be under the court’s custody, which was later revealed to be in the custody of the Philippine Army. The arrested peasant is suspected to be a communist rebel.
