FISHERFOLK group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya-Pilipinas) on Tuesday appealed to President Benigno Aquino 3rd to repeal the 17-year old Fisheries Code and all its amendments.
Pamalakaya said that fisherfolk remain the poorest of the poor. According to the Philippine Statistics Authority (PSA), the fisherfolk sector has the highest poverty incidence at 39.2 percent.
The group said this was due to the outdated Fisheries Code that allows large commercial fishing fleets in municipal fishing waters that are supposed to be for the small fisherfolk.
It added that the amendments only worsened their plight because these raised the fines and taxes on so-called “illegal, unreported and unregulated fishers.”
