TUGUEGARAO CITY, Cagayan: It will be bleak days ahead for officials and employees of Cagayan State University (CSU) ordered to return the year-end incentive amounting to P40,000 they received in 2014.
A memorandum issued by CSU officer-in-charge President Mariden Cauilan dated August 30 compels all officials and employees “to pay immediately the amount to the University Cashier.”
It stated that Notice of Finality of Decision by the Commission on Audit (COA) was issued on August 1.
“[The CSU] should refrain from granting incentives out of the income from tuition and other charges,” COA said in its 2015 report.
COA discovered that the year-end bonuses, amounting to more than P27 million, given to the employees were sourced from tuition and other charges under the Special Budget Fund and classified as Maintenance and Operating Expenses.
