DEVESELU: Romania on Monday (Tuesday in Manila) began constructing a facility that will host missile interceptors as part of a planned North Atlantic Treaty Organization missile shield, a project that has irked Russia. The groundbreaking ceremony at the Deveselu military base in southern Romania was attended by United States Undersecretary of Defense for Policy James Miller, as well as Romanian President Traian Basescu and James Syring, director of the US Missile Defense Agency.
