THE camp of Interior and Local Government Secretary Manuel Roxas 2nd is allegedly meddling in the appointment of police officials to favorable positions in the Philippine National Police (PNP), an informed source disclosed on Thursday.
The source, a police official based in Camp Crame, the PNP’s main headquarters located in Quezon City, said Roxas’ camp “is directly meddling in the appointment of police officials to juicy positions in the PNP…and had favored those police officials that are known to be in the circles of the Interior Secretary.”
Roxas was “anointed” last July by President Benigno Aquino 3rd as the administration’s standard-bearer in the 2016 elections.
The source, who is privy on the appointment of police officials in Camp Crame, said Roxas’ camp is dictating the PNP Senior Officers and Promotions and Placement Board (SOPBB) on who among the police officials should be “given assignments or be appointed to juicier positions.”
He added that Roxas’ camp favors some members of the Philippine Military Academy (PMA) class of 1984 for the coveted assignments in the 150, 000 strong police force.
The informed source cited the urgent assignment of Chief Supt. Rudy Lacadin as director of the Central Luzon Police Office a few weeks ago and Chief Supt. Joel Pagdilao who was named as the new director of the National Capital Regional Police Office (NCRPO).
He said Lacadin and Pagdilao are both members of Philippine Military Academy (PMA) Class 1984 which had adopted the Interior secretary as their honorary member.
“The camp of Secretary Roxas is directly imposing to the PNP SOPPB the assignments of police officials to Regional and Provincial and even up to the position of Chief of police,” the informed source added.
The informed source said that the two police officials are known to be members of the Philippine Military Academy (PMA) Class of 1984 that had adopted the Interior Secretary as among their honorary members.
The source noted that even governors and congressmen, who are members of the Liberal Party, are reportedly backing their respective candidates to be assigned as Regional Police commanders in their respective areas.
He added that elections are definitely in the air in the PNP in terms of possible assignments for police officials who are looking for their respective political backers to be appointed to their dream positions.
“LP candidates are choosing their own police officials to be assigned [to]… where they are also running in next year’s elections either as governors or congressmen and those police officials without political patrons are left behind,” the source said.
He added that some of the police officials, who have been given provincial postings, are members of PMA and PNPA Class of 1992 and are said to be Roxas’ boys.
Another source in Camp Crame said the appointment of LP backed police officials have a direct link to next year’s elections.
“I am definitely sure that they will just harass non-LP candidates,” he added.
The Interior Secretary has been faring poorly in survey ratings and was even outnumbered by Davao City Mayor Rodrigo Duterte in surveys of possible Presidential bets in next year’s Presidential Election.
The source said Roxas’ resignation as Interior secretary was a ruse.
He [Roxas] only tendered a letter of resignation [when]what he should have done [was to]tender an irrevocable resignation letter. He should [keep]… spare the PNP from partisan politics,” he added.
