THE Sandiganbayan acquitted former Quezon City Administrator Victor Endriga of four criminal charges because of unreasonable delay in the preliminary investigation. Endriga and several others were accused of malversation of public funds and falsification of public documents, graft and violation of the Government Auditing Code in 1997. The 11-page Decision, penned by First Division Associate Justice Efren Dela Cruz, also lifted their hold departure order and released their bail bonds. It noted that the Office of the Ombudsman (OMB) took almost eight years to conduct and end the preliminary investigation from 2005 until it filed charges at the Sandiganbayan in 2013. Endriga is now with the local government of Pasig City while co-accused Carmencita Espinosa, Elizabeth Gonzales and a John Doe remain at-large. The court ordered their case be archived.
