THE Supreme Court (SC) has approved the transfer of inmates from various facilities to the New Bilibid Prisons (NBP) in Muntinlupa City (Metro Manila).
In an SC en banc decision, the tribunal resolved the issues on a circular reiterating relevant portions of existing circulars or administrative issuances regarding the issuance of mittimuses or commitment orders in the transfer of detainees or prisoners.
“The court resolved, upon the recommendation of the Office of the Court Administrator, to approve OCA Circular No. 162-2015, which lifted the suspension of the transfer of inmates in [some areas to the NBP],” the SC said.
According to the High Court, serious security threats concerning them have reportedly been abated.
The SC did not explain or even specify the alleged threats on inmates mentioned in the resolution.
Covered by the same are the inmates in the detention facilities in Batangas City, Batangas; Tanauan City; Silang, General Trias and Tanza, in Cavite; San Pablo City, San Pedro and Sta. Cruz, in Laguna; and the provinces of Rizal and Quezon.
Promulgated by Clerk of Court Felipa Anama, the court’s verdict dated August 4, 2015 was released to the media just recently.
In the Philippines, inmates who are already convicted of the crimes hurled against them are usually transferred to the national penitentiary upon their conviction.
