• SC asked to stop BIR regulation against professionals


    THE Integrated Bar of the Philippines (IBP) on Friday asked the Supreme Court to stop the implementation of a regulation issued by the Department of Finance (DOF) and Bureau of Internal Revenue (BIR) requiring doctors, lawyers and self-employed professionals to submit affidavit of fixed service rates. In a 36-page petition, IBP, through its counsel, Dean Pacifico Agabin, particularly asked the high court to declare as null and void Revenue Regulation No. 4-2014, entitled “Guidelines and Policies for the Monitoring of Services Fees of Professionals,” for being unconstitutional. The petitioner also asked the high tribunal to issue a temporary restraining order to stop respondents, Finance Secretary Cesar Purisima and Revenue Commissioner Kim Jacinto-Henares, from implementing the regulation.
