THE Supreme Court on Tuesday stopped the Commission on Elections (Comelec) from proceeding with the January 25 plebiscite for the conversion of Cabanatuan City from a component city into a highly urbanized city (HUC).
President Aquino on July 4, 2012 issued Presidential Proclamation 418, which converts Cabanatuan into an HUC.
The said conversion has to be ratified in a plebiscite at a date to be set by the Comelec.
At the SC en banc session, the justices ruled to stop the polls in view of the petition filed by Nueva Ecija Gov. Aurelio Umali questioning whether entire Nueva Ecija should be included in the polls.
Umali is feuding with Cabanatuan Mayor Julius Cesar Vergara who wants to hold elections.
Resolution 1353 of the Comelec states that it has approved the date with only registered voters of the city allowed to take part in the plebiscite.
