THE Supreme Court on Tuesday stopped the Commission on Elections (Comelec) from proceeding with the January 25 plebiscite for the conversion of Cabanatuan City from a component city into a highly urbanized city (HUC).
President Aquino on July 4, 2012 issued Presidential Proclamation 418, which converts Cabanatuan into an HUC.
