Elmer Agaray could have still been alive if not because of the strict lockdown during the recently concluded Asia-Pacific Economic Cooperation (APEC) summit in Metro Manila. The 52-year-old suffered a cardiac arrest on Wednesday night while stuck at the standstill traffic on EDSA, Pasay City. He was then on board a UV Express Van (TYU-297), bound for Dasmariñas, Cavite. Aragay’s co-passengers shouted for help at the Park Avenue extension that caught the attention of village watchman Abubacar Sultan of Barangay 77, Zone 10. But due to the road closures, it took Sultan one hour to bring Agaray to the San Juan de Dios Hospital. Attending physician, Dr. Reginaldo Panopio, pronounced Agaray dead on arrival due to cardio respiratory arrest.
