Surigao officials charged over disallowed cash advances


THE municipal accountant of Tagana-an in Surigao del Norte, Rico Navarro, and treasurer Eriberto Cabanan Jr. were charged for violation of the auditing code, for allowing former mayor (now vice mayor) Cesar Diaz to take out cash advances despite failure to account his previous advances. The charges stemmed from the findings of the Commission on Audit, which showed that from 2004-2011, Navarro and Cabanan failed to strictly implement the rules and regulations on the grant and liquidation of cash advances, resulting in Diaz’s accumulation of cash amounting to P5,223,014. Section 89 of PD1445 provides that no additional cash advance shall be given to any official or employee unless the previous cash advance is first settled, or until a proper accounting of the funds shall have been made. Diaz is also facing 13 counts of violation of Article 218 (failure to render account) over the same irregularity.
