YESTERDAY was the second anniversary of the arbitral ruling that gave the nations with competing claims to disputed areas of the South China Sea, not just China and including the Philippines, the right to fish and otherwise exploit the resources there. And to mark the occasion, tarpaulins were hung before dawn by some no-goodniks at strategic locations proclaiming the Philippines a province of China and welcoming the Chinese.
