Telcos asked to explain poor services


Rep. Harry Roque of Kabayan Party-list wants two telecommunications companies to explain why their franchises should not be revoked because of their “inadequate” services.

The directive is contained in a resolution he filed at the House of Representatives on August 17.

“[T]he House of Representatives requests the major telecommunication providers, Smart Telecommunications and Globe Telecommunications, to explain why the Filipino people are not receiving the quality of service that they deserve and, to show cause why they should have the privilege to keep their franchises despite the same,” Roque said in the resolution.

He cited Section 20 of Republic Act (RA) 7925 which provides telecommunication users the right to reliable services that conform with minimum standards set by the National Telecommunications Commission, regular and accurate billing, and thorough and prompt investigations and actions upon complaints.

RA 7925 is the country’s Public Telecommunications Policy Act.

Roque lamented that the services provided by major telecommunication service providers “have been below standard or inadequate, as evidenced by poor signal reception, frequently dropped calls, unexplained exorbitant bills, and sudden and abrupt disconnection of contract services.”

“[F]ailure to comply with statutory obligations provided under one’s franchise is a ground for penalty, suspension, or removal of such franchise,” he said.

Telecommunications companies are bound to comply with the provisions under their franchises as provided by RA 7229 for Globe and RA 7294 for Smart Information Technologies, Inc., according to Roque. MA. REINA LEANNE C. TOLENTINO

  1. I’m already in Saidi Arabia still charging me, shame on you Globe telecom. Open up the telecom industry Du30 to foreign competition. Nasaan ang pang ako mong faster internet.

  2. While you are at it inquire about the substandard and unreliable Electric service (Ceneco) and the water service.
    A blackout almost everyday sometimes 2 or 3 per day, no water or dirty water from Baciwa to remind someone that they are living in a 3rd world country.

  3. Either the regulators are simply incompetent or simply not enforcing the regulations,,for a fee. Thus current owners has CONTROL monopoly over the telecom industry. Make it easier for other telcos to get franchise so there is more competition

    Globe and Smart are telecom giants and they also control the National Telecommunications Commission. The services provided by these two telecom giants are way below the International Standards in Telecommunications and nothing was ever done to improve their services. The NTC should be the responsible agency to regulate and upgrade the quality of the telecommunications, but NTC is controlled by these two telecom giants. The Filipino consumers will be watching how though Roque will be, going against these two telecom giants.
