The state-owned Bases Conversion and Development Authority (BCDA) said that 10 firms have expressed interest in the two service areas along the Subic-Clark-Tarlac Expressway (SCTEX) that it is bidding out.
BCDA President Arnel Paciano Casanova said the 10 firms who expressed keen interest and purchased the Terms of Reference (TOR) for the Long-Term Lease and Development of the Concepcion and Macangcung Service Areas in Subic-Clark-Tarlac Expressway were: Sea Oil Phils. Inc.; Inbound Pacific Freeport Inc.; Manila North Tollways Corp.; Sta. Maria Industrial Park, Corp.; FLG Management; Santeh Feeds Corp.; Phoenix Petroleum Phils. Inc.; Facilities Inc.; Klean Fuel Auto LPG Refillers; and Pilipinas Shell Petroleum Corp.
“We are happy with the initial outcome of the public bidding process with ten firms expressing interest in developing the lots. This just shows the attractiveness of the location for service areas, considering the increased traffic along the SCTEX,” Casanova said.
Earlier, Casanova said the prescribed facilities and amenities of a service area would include gasoline station, rest rooms, sufficient and adequate parking slots, emergency First Aid station, potable water and lighting system, emergency vehicle repair shop and convenience stores.
Casanova said that each of the two service areas namely the Concepcion Service Area and the Macangcung Service Area consist of two hectares. The lots are located in Barangay Santiago, Concepcion, Tarlac. The Concepcion Service Area is located at the Clark-bound/south-bound direction of the Clark-Tarlac segment while the Macangcung Service Area is located at the Clark-bound/north-bound direction of the Clark-Tarlac segment.
Casanova also said interested bidders could opt to bid for both lots or just one.
He also said that, the lease term for each lot shall be 25 years, renewable for another 25 years upon mutual agreement of the BCDA and the winning bidder.
For her part, Nena Radoc, BCDA chairperson of the Asset Disposition Program Committee said that the deadline for submission of bids has been extended to September 10, 2013 at 12 noon.
She said that upon contract signing, the winning bidder should pay BCDA the Fixed Lease for the three years covering years two to four of the lease term.
