FOR the 18th time this year, North Korea fired off on November 29 what appeared to be an intercontinental ballistic missile (ICBM) which flew further than any other demonstrated by Pyongyang. The ballistic missile test flew 10 times higher than the International Space Station and twice as high as any satellite in low-earth orbit. It traveled about 950 kilometers during its 50-minute flight before splashing down in the Sea of Japan.
