Camp Vicente Lim, Laguna: Calabarzon Regional Director Chief Supt. Jesus Gatchalian has ordered the immediate relief of Laguna Provincial Director Sr. Supt Pascual Muñoz and his Laguna Chief of Intelligence Supt. Kirby Kraft.
The order came after ten members of the Philippine National Police (PNP) Laguna Provincial Intelligence Branch (PIB) District Office in Biñan City was sacked for alleged torture and maltreatment of 15 detainees.
Earlier ordered relieved from their posts were Chief Insp. Arnold Formento, Sr. Police Officer (SPO) 1 Alexander Asis, PO3 Freddie Ramos, PO2 Marc Julius Caesar, PO2 Aldwin Tibuc, PO2 Melmar Baybado Viray, PO1 Nelson Caribo, SPO2 Bernardino Artisen, P02 Mateo Cailo, and P02 Renan Galang.
Detainees under their care sustained bruises on the buttocks and thighs, wounds on their arms and blood stains on their clothes which they said they suffered under torture by the Laguna police to make them reveal their source of illegal drugs.
Gatchalian also ordered the dismantling of the detention center inside the police office.
A roulette called “Wheels of Torture” was also found that was allegedly spun around by police officers during “torture time.” Where the marker stops determines the kind of torture the detainees will experience.
The roulette marking “Paniki” means a detainee will be hung upside down for 30 seconds, while “Manny Pacquiao” means a detainee will be mauled for 20 seconds.
Gatchalian ordered the immediate transfer of the detainees to Biñan City Police Jail.
Relieved policemen were sent to Laguna Provincial Administrative and Holding Office in Santa Cruz and restricted to their quarters.
They also face administrative charges for grave misconduct for maltreatment of prisoners and are now undergoing pre-charge investigation.
The alleged torture of the inmates was initially investigated by the Commission on Human Rights who looked into the complaint of inmates of the satellite office of police intelligence bureau of the Laguna PPO in Biñan City.
