WASHINGTON, D.C.: President Donald Trump announced on Monday (Tuesday in Manila) he would ask Congress for a nearly 10 percent increase in defense spending and a large reduction in foreign aid, as he offered a taste of his upcoming budget.

Previewing measures designed to back up campaign promises with dollars and cents, Trump promised a fiscal plan focused on “public safety and national security.”
