KIEV: Ukraine said Russia has thousands of troops in its conflict-ravaged east and vowed to boost its own military capacity, ratcheting up tensions on Saturday after Kiev’s new coalition pledged to make joining the North Atlantic Treaty Organization (NATO) a priority.
