VILNIUS: The United Nations envoy for acquired immune deficiency syndrome (AIDS) in Eastern Europe on Tuesday (Wednesday in Manila) denounced the region, and Russia in particular, for its increasingly harsh criminal prosecution of drug addicts, on the sidelines of the International Harm Reduction Conference. “There is more and more of an emphasis on repressive policies instead of health measures, People are sentenced to very long prison terms, not for trafficking but for possession of very small quantities of drugs,” said Michel Kazatchkine, the UN’s special envoy for AIDS in Eastern Europe and Central Asia.
