PHILIPPINE National Police (PNP) Director General Ronald “Bato” de la Rosa believes that a police official who was linked to the kidnap-slay of a Korean businessman should be given another chance, saying he was just “unlucky” to have been tagged in the controversy.

“Some guys are lucky but not competent. Some guys are not lucky but competent. Ferro is competent but unlucky because of the [controversy],” de la Rosa said of Senior Supt. Albert Ferro in a press briefing in Camp Crame on Tuesday.
