SUAL, PANGASINAN: President Rodrigo Duterte on Wednesday led the sending off of 17 Vietnamese fishermen apprehended for poaching onboard three commercial fishing vessels 21 nautical miles off Ilocos Sur two months ago.
"I am very happy that I’m here to send off my fellow human beings," the President said in his speech during the ceremonial send off.
