Rep. Abigail Binay of Makati City (Metro Manila) has debunked a news report that her father, Vice President Jejomar Binay has hidden real estate assets that were not included in his Statement of Assets, Liabilities and Net Worth or SALN for 2013.
In an interview aired over ABS-CBN’s Umagang Kay Ganda, Rep. Binay on Thursday said six of the eight “undeclared” pieces of property featured in an earlier ABS-CBN report are actually under the flower business of her mother, Dr. Elenita Binay.
She added that her father could not declare the pieces of property in Calamba City, Laguna, in his SALN because it would cause a double entry.
“Yung anim na lote na nasa Laguna ay naka-declare po sa business interest na negosyo ng aking nanay na flower business nung 1990. Ginagamit po siyang nursery [The eight lots in Laguna were declared under the flower business of my mother in 1990. They are being used as nursery],” the lawmaker said.
According to her, the six lots make up one big lot with six separate titles.
She said two other “undeclared” pieces of property in Barangay Liyang, Pilar, Bataan, were clustered and declared in the 1990s.
The congresswoman added that her father purchased all eight pieces of property for only P2 million.
She noted that it is always the acquisition cost, not fair market value, that should be reflected in the SALN.
Records of the Pilar Municipal Assessor’s Office show that in 1991, now Vice President Binay had a resthouse built on a 1,000-square-meter land in Barangay Liyang.
But until time took its toll on the once well maintained resthouse, the property and the lot where it was constructed never appeared in the detailed SALN of the now Vice President from 1999 to 2013 when he was still mayor of Makati City until he was elected as the second highest official in the land.
Another tax declaration acquired by the TV network also showed that a nearby lot is also under the name of the Vice President.
This was also not reflected in his SALN.
The only property of the Vice President in Bataan listed in his SALN is an agricultural lot in Barangay Liang Pilar, Mariveles, purchased in 1965.
The Mariveles Municipal Assessor’s Office told a news team from the TV network that there is no barangay (village) named Liyang Pilar in Mariveles.
The network said in its report that it was able to trace Binay’s property in Barangay Alas-asin in Mariveles.
Meanwhile, the Binay couple also supposedly acquired another property in Balaytigue, Nasugbu, Batangas.
The property was bought in 1996 but only appeared in the 2007 SALN of the Vice President.
