A group of small-time contractors went to my office recently to complain against a certain Boyet Legaspi who reportedly owns a company called JD Legaspi Construction Corp. for refusing to pay them over a hundred million pesos worth of sub-contract works.
To cut the story short, Boyet Legaspi got the projects at the Department of Public Works and Highways [DPWH] then tapped their services to do the job.
They said that the projects are almost done and Boyet was paid almost in full by the agency, but the sly contractor is nowhere to be found.
One of the contractors said that he has not paid his laborers for over a year now since he is trying to collect P30 million from Legaspi for an asphalt overlay from Sto. Domingo to Tiwi in Bicol. The project was carried out in 2012.
Another said he is contemplating closing shop because Legaspi still owes him over P10 million for a farm-to-market road project completed a year ago.
Aside from the two, there are several more small contractors in the Bicol region who have been looking for Legaspi.
Surprisingly though, Legaspi is reported to be notorious in not finishing several DPWH projects, he continues to corner some big infrastructrure contracts of the agency.
But as one DPWH official, who begged not to be identified, said everytime the JD Legaspi Const. Corp. will be placed on the blacklist, Legaspi would immediately file a temporary restraining order (TRO) before the court so his company can join the bidding.
The source also explained that Legaspi usually gets the big contracts because he drops his price on the bid cost beating the other contractors, but eventually abandons the project once he collects the check from the said agency.
Its about time DPWH Sec. Rogelio Singson should ban indefinitely Mr. ‘Boyet Legaspi’ from entering into DPWH contracts.

Fertilizer scam continues even on pnoy’s time
In 2005, the Filiipinos were glued to their TV sets for several week as the senate conducted its first ever inquiry on the misuse of hundreds of millions of public funds..
However, six years later the principal suspect in the P720 million fertilizer fund scam, former Agriculture Usec. Jocelyn ’Jocjoc’ Bolante, is nowhere to be found and the wastage of the priority develpment assistance fund [PDAF] for free fertilizers for the farmers continue.
Based on the records of the Department of Agriculture [DA], hundreds of millions of pork barrel funds went to fertilizers intended for the farmers even during the present administration.
The senate inquiry on the fertilizer fund scam back then was a waste of time since it did not stop the abuse and pocketing of the PDAF to this day.
DA contractors in connivance with corrupt lawmakers and present set of scrupulous agriculture officials made millions in ‘ghost’ fertilizer deliveries using fake or dummy corporations.
Kilusang Magbubukid ng Pilipinas [KMP] Deputy Director General Willy Marbella swears they have not received any free fertilizers from any NGOs, lawmakers, or agencies since the Marcos regime.
‘Stop using us [farmers]as an excuse for your corruption. No funds or any freebies from the PDAF have been given at all to farmers neither from our group nor any other farmer organization across the land up to now’, Marbella said.
Perhaps the Marbella can ask Evelyn Miranda, a bigtime contractor at DA, where all the millions and millions worth of fertilizers went???
