WASHINGTON—The United States said Tuesday that it would work with Congress to modify an antidumping law after the World Trade Organization authorized sanctions, but would remain vigilant against unfairly subsidized trade.

The US reaction came as the Geneva-based WTO, after seven months of arbitration, ruled that the European Union could slap sanctions against the US amounting to 72 percent of the sums reaped from the law known as the Byrd Amendment.
