LA TRINIDAD, Benguet—Unabated vegetable smuggling and a “vegetable cartel” allegedly operating at the trading post in this capital town is killing the livelihood of Buguias farmers, according to Mayor Nardo Cayat.
In an interview with The Manila Times, Cayat denounced the cartel for making the lives of the farmers of Buguias miserable.
