PANAMA CITY—Martin Torri­jos, the son of the long-time Panamanian leader Gen. Omar Torri­jos, was sworn in Wednesday as president, vowing to repair ties with Cuba, modernize the Panama Canal and investigate abuses under his father’s military regime.

Torrijos, whose father ruled Panama from 1968 to 1981, announced a referendum on an $8-billion plan to broaden the Panama Canal.
