The downsizing of  the labor department

THE downsizing fever sweeping the corporate world has apparently infected the Department of Labor and Employment (DOLE).

To resolve the dilemma of how to retain Dinky Soliman at her post at the Department of Social Welfare and Development—which her Vice  President “Kabayan” Noli de Castro was coveting for a while—President Arroyo assigned to the Office of the Vice President the management of the Overseas Workers Welfare Administration (OWWA) and the Philippine Overseas Employment Administration (POEA).
