ILAGAN, Isabela—A former Zambales barangay captain who moved to Pampanga is now one of Central Luzon’s rising jueteng lords, reliable police sources disclosed on Tuesday.

Known was “Ngo-ngo,” the former village chief is now the operator of jueteng lotteries in this province’s First and Fourth Districts as well as the adjacent province of Quirino.
