MOSCOW—Russia sought to enlist its citizens in the fight against terrorism, offering a huge cash reward for information leading to the killing or capture of top Chechen rebel leaders—and pledged to go after terrorists all over the world.

The announcements Wednesday marked a show of resolve aimed at Russia’s stunned citizens, as well as Western countries that President Vladimir Putin accuses of hindering its fight against terror, after three astounding attacks that killed more than 400 people in the past two weeks.
