CABANATUAN CITY—City hall organized a large team of rescuers to respond to emergency situations similar to the disaster city residents experienced when two typhoons enhanced the monsoon rains two weeks ago.
According to Helen Bagasao, the city social welfare and development officer (CSWDO), the city government created the 40-man Cabanatuan Emergency Search and Rescue Team (Caesar Team) to prevent a repetition of the disaster two weeks ago when several barangays in the city were flooded.
