MALOLOS CITY—Garbage and industrial wastewater from Metro Manila has always been a problem for the fishing industry in the coastal towns of Central Luzon, but the problem has grown to critical proportions as livelihoods are now threatened because of the disappearance of previously bountiful marine life.

This was the lament of fishermen in Bulacan who have witnessed how the marine life on the coast of Manila Bay dwindle.
